Finally Mr. Robertson will conclude with a “Road to Compliance” – a simple roadmap broadcasters can follow to make sure they are ready for short and long term EAS requirements.

For this month, we are going to take a laid back and casual approach to our meeting. We are going to discuss various things of general interest to SBE103 that are currently issues.
However, since this is also the last meeting before Christmas, and to help encourage attendance, there will be at least one “door prize” given away for those in attendance. A cash prize of $25 will be given by anonymous drawing to any member in attendance at the time of the drawing at the close of the meeting. It has been hinted there may be another “door prize”, but at this time there is no guarantee.
Due to Work Requirements, this meeting will be conducted by Gibson Prichard, who I think so much for standing in for me.

He is Analog Way’s area manager for this territory as well as passionate about the AV industry. During his presentation, He would like to present us Analog Way which provides innovative solutions for the professional AV market including the broadcast environment. This company specializes in any kind of signal conversion units, seamless switchers and edge-blending devices. Analog Way has been a major key player in the European broadcast industry and is now present in the US market through prestigious clients.
He will also talk about computer and HDTV. Examples that will be discussed are the different computer and video signal, type of high resolution...
Two of the products he will discuss are:
· The Tetra-Vio is a universal converter. It converts any kind of signal to any kind of signal (Analog or Digital). It is a very versatile and powerful tool that processes anything from computer to Video and HDTV. This device has 3 universal and 1 SD/HD-SDI inputs. The same format is available simultaneously on different outputs. The Tetra-Vio is equipped with an Analog Genlock input and is HDCP compatible.
· The Broad Scan HD is our high-resolution to video and HDTV Scan converter with Genlock and Embedded Audio. In those transition times from SD to HDTV, this scan converter becomes a handy solution for it.

Wireless Data Links
David Wilson has put together a good program for us this month on wireless data links. The primary focus of this month program will focus primarily on available point to point
hardware, including licensed and unlicensed links available for STL or data link applications.
While SCADA is not quite the focus, questions can be addressed regarding the hardware one needs to use to implement SCADA over any type of network link.
David has been working with a couple of our local Radio and TV station engineers and a local Broadcast equipment manufacture in trying to borrow some equipment to actually demonstration the versatility of Wireless Data links.
David has been working with Gary Payne at TESSCO Technologies and at this point we are uncertain if Gary or a Motorola representative will be this month guest program presenter.

The deployment of computer software based systems in Broadcasting makes it even more important that key equipment either continuous operating during loss of primary power or powered up to allow for proper staff shutdown to ensure that critical data is retained.
Mr. Andy Charron from Walick-Kemp Associates who represents Liebert and Emerson Network Power will discuss various UPS topologies for single-phase and three-phase UPS Systems. Andy will also discuss the pros and cons of using a central UPS system versus using a distributed UPS approach using multiple small independent UPS units as stand-alones or networked.
Andy will cover important initial cost considerations when it comes to selecting the right UPS approach, including long term cost considerations such as degree of fault tolerance of losing a single battery, monitoring battery conditions, service disruptions required to service batteries, and battery accessibility. He will also introduce fly-wheel technology as an alterative energy storage method.
In addition to cost and serviceability Andy will discuss how to calculate both continuous surge load requirements to ensure your UPS will perform as expected when called on and will continue to operate for the necessary duration.

Program: Monitoring & Diagnostics of Media performance over IP networks
For well over a decade Broadcast Engineers have been able to use published cable, connector and equipment specifications along with proper cable termination and cable management techniques to estimate theoretical end-to-end performance of digital signals. Additionally Broadcast Engineers have had to a suite of test signals and large selection of test and measuring equipment to test, monitor, analyze and perform diagnostics of traditional digital broadcast systems and signals.
With the adoption of IP based data technology, such as UTP cabling, RJ 45 connectors and data routers/switchers has made it difficult to design a Broadcast system/LAN with any sort of theoretical end-to-end IP media performance prediction. Mixing real-time and file transfers over a Broadcast LAN compounds the overall LAN performance issue due to the different protocols, TCP/IP for file transfer and UDP for real-time media transfer. Improper UTP cable/connector terminations crushed or severely bent UTP cable may result on one hand as slow file transfer and an outright crash or loss of media when transferring real-time media. Up to now there has been a lack of adequate test and measurement equipment to test, analyze, monitor and diagnose end-to-end performance necessary to identify if the cause is, network, equipment or software related.
Dan Burnett and Doug Keltz will discuss and demonstrate Tektronix’s growing IP test, analyzing, monitoring and diagnostic options including their FlexVuPlus system that delivers a structured hierarchical view of network information, media and data to rapidly identify the root cause of underlying service problems. FlexVuPlus is a browser enabled, user-definable interface with up to four panels displayed in the UI window that can be sized and repositioned, based on operational needs. FlexVuPlus presents a user-definable “button strip,” “historical views,” and “short-cuts” to accelerate media delivery fault root cause analysis.
As facilities rely more on file-based video sources, it becomes even more important to be sure what is stored will be useable when it comes time for playback. To meet the Challenges of Quality Control for File-Based Video Dan and Doug will demonstrate Tektronix newest product, Certify, in addition to other Tektronix IP test, monitoring and diagnostics equipment in addition to providing other important information you need to know to ensure proper IP system performance.

This month meeting is an open meeting to discuss nominations for Chapter officers for 2009-2010 and possible program ideas for the remaining months of my tenure as Chapter Chair.
If the creeks don’t rise Dan plans to bring his DVD burner and some software including the Linux firewall software with him to burn copies for those interested in having a copy. This software is quite a long download via high speed connection so getting a copy from Dan will save you several hours of download time.
I again want to remind everyone who has not done so to register for this month all day technical conference and exhibits to be held in conjunction with the TAB convention, Thursday January 27, 2009. Even though the registration is free Jill needs a head count as soon as possible and needs to know how many plan to attend the free luncheon.

Analysis of TV and Mobile TV signals
With the recent adoption of the ATSC II Mobile, Portable and Hand held (MPH) TV standard that utilizes the stations primary digital carrier and the CEA plan to incorporate MPH receiving capabilities into TV sets in 2009 will provide both additional delivery options and additional test and measurement requirements for TV stations.
Deployment of MPH services will necessitate TV stations verify performance of its ATSC II AVC coded signal in addition to its current OTA MPEG-2 8VSB and complimentary cable provider QAM signals. For TV stations this represents a large capital investment for individual test instruments in order to ensure regulatory compliance, address advertisers concerns and consumers complaints regarding signal quality for each of the stations viewing options.
Mr. Tom Jordan, Rohde & Schwarz Broadcast Test & Measurement division, will demonstrate their new Universal multi-standard platform solution for the analysis of terrestrial and mobile TV signals. The R&S ETL TV Analyzer has been mainly designed for the commissioning, installation and servicing of TV transmitters, for carrying out coverage measurements on terrestrial TV networks, and for performing measurements on cable systems & head ends.
The ETL includes a full-featured 500 KHz to 3 GHz Spectrum Analyzer with an internal Tracking Generator. The internal TV demodulators all operate in real-time providing baseband outputs and a wide range of TV signal analysis functions including shoulders, constellation, & MER/EVM. In addition to the analog & 8VSB TV standards, the ETL can be optioned to handle DVB-T/H, DTMB, DVB-C (J.83/A/C) digital standards. ATSC M/H measurements will be available once the final standard is available.
An option is also available for comprehensive MPEG analysis and monitoring for both MPEG-2 and H.264/AVC (MPEG-4, level 10).
Spectrum analyzer functions including channel power and adjacent-channel power, frequency counting, power measurement display and noise and phase noise markers make the R&S ETL truly an all-purpose instrument.
Tom will also discuss their just introduced line of broadcast signal generators that support both HD Radio technology and AM/FM/RDS.

Audio Processing for DTV: Solving LOUD Commercials and Other Problems
With the deadline for the DTV transition quickly approaching, broadcasters face numerous challenges in providing digital broadcasts that comply with FCC regulations. The newly introduced Commercial Advertisement Loudness Mitigation Act (CALM Act), H.R. 6209, would extend the reach of these regulations, giving the FCC one year to enact rules that would require television advertisements to not be overly loud. If the CALM Act is passed into law, broadcasters will need to implement audio-processing solutions that limit the loudness of advertisements.
Mr. Hal Buttermore, Midwest Sales Engineer for Linear Acoustic, will address DTV audio loudness control issues, Dialnorm, upmixing, AC3 encoding, metadata management, the 3 D’s of metadata, viewer complaints, loud commercials, and FCC compliance in his presentation.
He will will cover their currently available AERO range of audio-processing solutions that can easily solve any loudness or image shift problem via advanced multiband loudness processing and upmixing that include all of the necessary elements for a complete and compliant installation: loudness control, upmixing, metadata management, Dolby® Digital (AC-3) encoding, and support for local audio, SAP, DVS, and EAS signals.

Broadcast Solutions from DNF Controls
DNF Controls offers a large variety of innovative award-winning products, providing solutions to meet the needs of the Broadcaster. The most recent award winning solution is their new 1 RU Universal Switch Panel (USP) rack-mount with lighted LCD pushbutton switches, designed to meet a wide range of control needs. The USP is available as either an 8 or 16 pushbutton panel.
Using an off-the-shelf web browser such as Internet Explorer, or Fire Fox, the user can configure the USP front panel tactile pushbutton switches to provide momentary, latched, follow or radio Group with isolated relay contact switch closure; define momentary switch closure ON Time, user-created Radio Groups, ON and OFF text legends displayed on the LCD switch face, internal switch tally ON and OFF colors are (red, green, amber and either flashing, blinking or solid). The backlight can be set to either on or off. Inputs are optically isolated for external device status.
There is also an Ethernet connection for interconnecting multiple USP panels. The USP IP, Subnet Mask, and Gateway Address are user configurable. A local USP Panel pushbutton can control a remote USP relay contact closure. Radio Groups can be set across multiple remote USP panels. Configuration changes are immediate, no reboot is required and all configuration settings are retained in non-volatile memory.

Program: As a broadcast station licensee you are required to maintain operations in accordance with current Federal Communications Commission Rules and Regulations.
The FCC conducts both unscheduled random inspections and inspections of broadcast facilities when they believe a problem exists. The Alabama Broadcasters Association realized rapidly changing FCC Rules, along with varying interpretations across the country, were creating problems for stations trying to stay compliant. Meanwhile, the FCC realized that state broadcasters' association inspections could assist broadcasters finding overlooked FCC Rules, and then, once in compliance, avoid most FCC inspections.
To aid your operation in staying compliant the ABA, in association with the FCC offers the Alternative Broadcast Inspection Program. The ABIP is conducted by a qualified engineer approved by the FCC and ABA using the same protocol as a FCC inspector.
Making the program more appealing, the FCC has stipulated that once notified of a satisfactory ABIP inspection the subject station will be precluded from surprise, random inspections for three years.
Larry Wilkins who handles the inspections in Alabama, South Carolina and portions of Tennessee will discuss the inspection process; what is included and how it is conducted.
